The following are the duties of this position at the full working level.
  • Actively participates in determining program policies. Influences the formulation of policies, development of program plans, designs and issuance of directives and instructions, and the development of recommendations. Collects, analyzes, and consolidates data and status reports prepared by others to determine impact on resources, effectiveness and compliance with established goals and objectives. Prepares required narratives and statistical reports and recommends necessary corrective measures.
  • Consults with top-level managers and executives to establish and define the overall goals and objectives of major projects.
  • Advises and assists the Area Director in resolving critical, sensitive or confidential matters related to employee investigations conducted by Treasury Inspector General for Tax Administration (TIGTA) and/or the General Accounting Office (GAO). Consults with senior management and staff within the function and at higher levels within the agency on critical employee labor relations issues.
  • Conducts in-depth evaluative analysis of various aspects of assigned program area, including policies, program objectives, operations, procedures and resource use. Initiates, develops, or recommends modifications to procedures, systems, projective objectives, operations, and resource utilization in order to correct/improve existing deficiencies.
  • Prepares agency directives, IRM issuances, memoranda, Servicewide policy statements, and other written guidelines and recommendations.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • A 1-year probationary period is required (unless already completed).
  • Obtain and use a Government-issued charge card for business-related travel.
QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS- 14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience in leading major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies broad in scope and magnitude. Experience with the application of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; Experience with oral and written communication. Experience editing and proofreading using multiple content management systems; hand-coding and troubleshooting HTML and CSS markup; Experience managing complex workflows related to online user experience; and experience with online design standards and best practices.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
